Lion Air crash: Investigators say plane was 'not airworthy'

Indonesian investigators have said the Lion Air plane that crashed last month killing 189 people was not airworthy and should have been grounded.
The Boeing 737 Max plane crashed into the Java Sea shortly after departing from Jakarta on 29 October.
A preliminary report has found technical problems had been reported on previous flights.
The 737 Max is a new version of Boeing's original 737 and has become its fastest selling plane.
The preliminary report details what is known by authorities about the short time the plane was in the air, but investigators said it did not give a definitive cause for the accident.

What's in the report?

The findings by the National Transport Safety Committee (KNKT) suggest that Lion Air put the plane back into service despite it having had problems on earlier flights.
The pilots appeared to struggle with an automated system designed to keep the plane from stalling - a new feature in the 737 Max family.
Anti-stall systems prevent a plane from pointing upwards at too high an angle, where it could lose its lift.
However, during the 29 October flight, the plane's automatic anti-stalling system repeatedly forced the plane's nose down, even when the plane was not stalling - possibly due to a faulty sensor, the report said.
Pilots tried to correct this by pointing the nose higher, until the system pushed it down again. This happened more than 20 times.
It is unclear why the pilots did not employ procedures to disable the automated system.
Nurcahyo Utomo, aviation head at the National Transport Safety Committee, said it was "too early to conclude" whether the anti-stall system had contributed to the crash.
He added that the plane experienced similar problems during its previous flight from Denpasar in Bali to Jakarta.
"In our opinion, the plane was no longer airworthy and it should not have continued," he said. The committee's report itself, though, does not spell out that conclusion.
The report said that Lion Air's safety culture should be improved and the airline should ensure the operations manual is followed "in order to improve the safety culture".
It also says the carrier must ensure "all operations documents are properly filled and documented".


What does Boeing say?

In a statement, plane manufacturer Boeing said that it was "deeply saddened" by the loss of the Lion Air flight.
"As our customers and their passengers continue to fly the 737 Max to hundreds of destinations around the world every day, they have our assurance that the 737 Max is as safe as any airplane that has ever flown in the skies."
Boeing said that "the appropriate procedure to address unintended horizontal stabiliser movement" was contained in the relevant flight manuals.
It said that the preliminary report showed that the correct procedures to counter the plane's nose being pushed down were carried out during the Denpasar flight the day before the crash.
However, it was not clear if they procedures were followed during the 29 October flight that crashed, Boeing added.
In an interview with the BBC, KNKT aviation head Nurcahyo Utomo appeared to dispute Boeing's account about the flight manuals.
"We haven't found the information in the manual relevant to the new feature to the 737- MAX, related to the feature for the stall prevention system," he said.
Some pilots have also complained that they were not given all the relevant information about the differences between the latest anti-stall system, and older models, US media report.

How did the 29 October crash unfold?

The plane was making a one-hour journey to the western city of Pangkal Pinang when it went down.
The jet crashed following a request from the pilot for permission to turn back to the airport minutes after taking off from Jakarta.
Investigators had previously revealed that the plane, on previous flights, had experienced technical problems related to airspeed and altitude readings.
Therefore the "angle-of-attack" sensor, which contributes to those readings, had been changed the day before the crash.

"Leave My Office" - Gov Obaseki walks out electricity boss over darkness in Edo State

There was mild drama at the office of the Edo State Governor, Godwin Obaseki on Tuesday as the governor walked the Managing Director (MD) of the Benin Electricity Distribution Company (BEDC), Mrs. Funke Osibodu, out of his office for failing to meet obligations to electricity consumers in Edo and throwing the state into darkness for weeks.

This happened when the governor received members of the House of Reps Committee on Power led by Hon. Daniel Asuquo, who were in Government House, on a courtesy visit.

The governor was surprised to see the BEDC boss, whose name was not on the list of expected guests to Government House, but embedded herself in the National Assembly delegation, to gain access to the governor, who has been in darkness alongside millions of Edo State residents, for weeks.

Speaking to the delegation after Mrs. Osibodu had left the gathering, the governor said BEDC has continued to fail in collaborating with the state government to provide stable electricity in the state, instead the company has posed as an obstacle to meeting the goal.

“BEDC has been an obstacle all the way. They will not provide electricity and will not allow you to get alternative sources of power. The state will not allow it,” the governor said.

According to him, “As Governor of Edo State, we have lost confidence in BEDC. We don’t want them here. We are in darkness. Let us remain in darkness until we find people who are capable of delivering electricity. This is our position.”

The governor said despite the fact that the state generates about 600 to 700 megawatts of electricity, the people are still in darkness, wondering how he is expected to explain the irony to the people, who are well aware that they produce a substantial amount of electricity in the country.

He noted that BEDC has failed to recognise that they have to be patriotic and responsible to the state and the country but instead they have been noncommittal about the issue of power distribution.

“To assist, we set up electricity committee across the local government areas chaired by the Deputy Governor of the state, Rt. Hon. Philip Shaibu, with BEDC as member to understand the challenge. But BEDC frustrated our resolve to finding a lasting solution to the issue of providing electricity to our people.”

Earlier, Chairman of the House of Reps Committee on Power, Hon. Daniel Asuquo, said they were in the state for an oversight function on the activities of BEDC and other players in the electricity value chain.

He said Edo State consumes half of daily power supply under the BEDC, noting that the state has the highest number of consumers on the network, which makes it critical to engage with the governor and people of the state on the level of service delivery by players in the value chain.

“We are here to see how to intervene to ensure that you deliver on your electioneering promises to the people of Edo State as you are answerable to them,” Hon. Asuquo said.

UNIZIK launches Chinese Study Centre In Ebonyi

The Nnamdi Azikiwe University (UNIZIK) in Awka, Anambra State, has established a teaching centre of the Confucius Institute at the Federal College of Agriculture, Ishiagu in Ebonyi State. This followed a signing of a Memorandum of Understanding by the UNIZIK Vice-Chancellor (VC), Prof Joseph Ahaneku, and the Provost of the college, Prof Justina Mgbada, for the setting up of an institute for Chinese studies in the college.
Speaking during the tour of the facility, the VC explained that the institute would afford people within the catchment area an opportunity to learn mandarin, noting that it would go a long way in assisting most of them in doing business with the Chinese.
Prof Ahaneku said the establishment of the teaching point is in line with his administration’s resolve to give the Chinese programme a national outlook. He urged the people of Ebonyi State to utilise the opportunity that the programme offers.
Former Secretary to the Government of the Federation, Chief Anyim Pius Anyim, who graced the event, donated an executive Peugeot 506 car to the institute to assist Chinese teachers discharge their duties.
The provost, Prof Mgbada, expressed joy on the fruition of the MoU, which, according to her, appeared impossible at the outset. She praised the VC for his tenacity, which, she said, led to the success of the partnership.
Prof Mgbada assured the VC of the college’s resolve to abide by the regulations of Hanban – Confucius Institute headquarters. Being the first non-affiliated institution to be accorded the privilege, the provost said the college would live up to expectation.
In the entourage of the VC to Ishiagu include the Deputy VC for Academics, Prof Charles Esimone, his counterpart in Administration, Prof Carol Arinze-Umobi, UNIZIK Director of Public Relations, Dr Emmanuel Ojukwu, and some staff of the institute led by their Director, Prof Yu Job.
In a related development, UNIZIK hosted the Traditional Chinese Medicine (TCM) Arts Exhibition contingent from Hunan University of Traditional Chinese Medicine. The exhibition was held at the university auditorium.
Receiving the team led by Prof Wang Jun Wen, Prof Ahaneku, said the visit would open opportunities for collaboration with the university, especially in the area of medicine.
Prof Wang thanked the VC for his support to the institute, expressing optimism that the partnership would yield good fruit.
The event featured variety of Chinese music, drama, kung fu and martial arts presentations from the TCM contingent and students of Confucius Institute.

Neymar To Force PSG Exit As Barca Prepare For Return

Barcelona have set in motion their 'Operation Neymar' to re-sign the Brazilian striker, with Goal understanding he is ready to call time on his career at Paris Saint-Germain. 
The Catalans have been in touch with Neymar's camp to start the process of his comeback to Camp Nou. 
Goal's sources in Catalunya understand Neymar, who moved to PSG in 2017 for a world-record transfer fee of €222 million (£195m/$260m), is unhappy at Parc des Princes and looking for a way out despite just over a year in France laden with goals and trophies.
The star's team have been in touch with several Barca directors, who have responded with detailed instructions over how a deal that just a few short months ago seemed impossible could become a reality. 
First of all, Barca are insistent that, after director Pep Segura's recent public comments over the possibility of the Brazilian returning, the next step must come from the player himself. 
The club board are aware that the manner of Neymar's exit left a large part of the fanbase disillusioned with his behaviour, that he rushed his departure and did not conduct himself in a manner fitting of the illustrious club. 
As a gesture of goodwill, Neymar could make a public statement assuming his rashness in leaving in such a fashion, a move that would calm wary supporters. 
A salary cut may also be necessary. Neymar takes home almost €40m with PSG, a figure out of Barca's reach given their current problems to keep wages under control. 
The Blaugrana board sees such a reduction as essential for the deal to prosper, while Goal understands that Neymar would also be willing to negotiate lower terms.
"If the war of lawsuits continues, it will be impossible for Neymar to return," a director of the Catalan club told Goal in reference to several court wrangles that continue to loom over the player and club in Spain. 
The 'DIS case', dating back to his first days at Barca after completing his controversial transfer from Santos, is still being heard, while Neymar's writ over an alleged €26m in unpaid back wages and a counter-suit from Barca over €30m in bonuses from his renewal are also outstanding. 
If both sides are serious about his return, they must bury the hatchet and put the lawyers to rest. 
PSG too will have to be compensated after receiving comparatively little in return to date for their mammoth investment. Once Neymar meets the conditions set by Barca's road map detailed above, the club will then turn their attentions to the Ligue 1 giants. 
In order to avoid hostilities, either open or brimming under the surface for years to come, Barca believe Neymar must force the issue, making a public recognition that he is not happy at PSG and wants a change of scenery.
Such a move would soften the Parisians' stance at the negotiating table and permit talks to occur, with the Catalans open to using either Ivan Rakitic or Ousmane Dembele as bargaining chips. 
Neymar is well aware of what must be done to seal his return to Camp Nou. He and his camp have been informed of all Barcelona's requirements, and it is up to him to show that he is serious about joining up once again with Lionel Messi and Co.
If he does not comply, from Barca's perspective it is very simple: there will be no emotional comeback for their prodigal son.

EPL: Man City, Tottenham, Southampton battle for 19-year-old Nigerian striker

Premier League clubs: Manchester City and Tottenham Hotspur, are said to be battling for the signature of Nigeria and Sunderland youngster, Josh Maja.
According to The Mirror, Southampton are also interested in signing the 19-year-old whose contract with Sunderland will expire at the end of this season.
Maja, who scored for his side’s 1-1 draw with Wycombe Wanderers last weekend, is yet to sign a new deal at the Stadium of Light.
The striker has so far been impressive in the EFL League One this campaign.
He trained with City before he was offered a scholarship at Sunderland back in 2015.
Maja will hope to lead Sunderland to victory when they clash with Walsall on Saturday evening in the EFL League One.
Sunderland currently sit on second position on the EFL League One log with 36 points from 17 games.
